Planning Applications The Parish Council is a statutory consultee on all planning applications. Generally, the Parish Council’s Planning Committee meets every 2/3 weeks and considers all plans that have been submitted to the Chelmsford Borough Council in respect of the Springfield Parish area. Each plan is viewed separately and if necessary a site visit will be made by the Committee. The Parish Council can make representations to the Borough Council and also has the opportunity to present its case at a Borough Council Planning Committee but it has no actual planning powers. |
Enforcement Action If planning has been breached in any way it is the responsibility of the Chelmsford Borough Council to deal with the matter. However, the Parish Council keeps a watchful eye and reports any building works or activity that has not received planning permission. |
Appeals The Parish Council is always asked to comment on Appeals made on planning applications. |
Public Inquiries The Parish Council can present its case at Public Inquiries or will employ an expert to act on its behalf if it will prove more beneficial. |
Consortium of Parish Council Springfield, along with Great Baddow, Boreham, Great Waltham, Little Waltham, Sandon and Broomfield Parish Council are all members of a Consortium which was formed a number of years ago to object to some implications of the Chelmsford Borough Council Plan. Although, obviously, not all Councils have the same opinions, there are some issues which can be taken up jointly and the Consortium meets once or twice a year for an exchange of information. |
